What conformity rules apply to cars in the GCC?
GCC member states share Gulf technical regulations for vehicles, developed through the GCC Standardization Organization (GSO). A vehicle model that meets them can receive a Gulf Vehicle Conformity Certificate.
The GSO website publishes the Gulf standards and explains the conformity programs. Each country then applies the rules through its own system. In Saudi Arabia, the Saudi Standards, Metrology and Quality Organization (SASO) handles product conformity through its SABER platform. In the UAE, the Ministry of Industry and Advanced Technology runs the national conformity scheme. Other GCC states have their own standards offices. In practice, the certificate is tied to the model and specification, so a car built to a different market's spec may not be covered. Ask your conformity body which document it needs for the exact variant you plan to import.
What does GCC spec mean for a buyer?
Buyers in the Gulf expect a car built for heat. In local usage, GCC spec usually means a vehicle configured and approved for Gulf markets, with cooling and air conditioning suited to high temperatures.
Used-car buyers in the region often ask whether a car is GCC spec, and it affects resale value. For new imports, ask us for the build specification of your batch and match it to your conformity paperwork. How much duty and VAT will I pay?
GCC states apply a common external tariff for most goods, plus national VAT and fees. Rates and exemptions differ by country and change over time, so get the current figures from your customs broker.
Duty in the GCC is generally charged on a CIF-type value, so include freight and insurance in your landed-cost sums. Goods that enter one GCC state and move on to another may be treated under the customs union rules, but the details depend on the countries involved.
